ISI Declaration on Professional Ethics

 

The Declaration on Professional Ethics 2010 was published on World Statistics Day (20 October 2010). The 2010 Declaration succeeded the first ISI Declaration on Professional Ethics from 1985.

The Declaration on Professional Ethics consists of a statement of Shared Professional Values and a set of Ethical Principles that derive from these values.

The aim of the Declaration is to enable the statistician's individual ethical judgments and decisions to be informed by shared values and experience, rather than by rigid rules imposed by the profession. The Declaration seeks to document widely held principles of the statistical profession and to identify the factors that obstruct their implementation. It offers a framework within which the conscientious statistician should be able to work comfortably.

The ISI Declaration on Professional Ethics is available in several languages.

ISI Publications Committee

 

Role and Objectives

In support of its mission, the objectives of ISI include:

1) To enhance the ISI’s support of the international statistical community;
2) To promote and disseminate research and best practice in the statistical sciences;
3) To promote and disseminate research and best practice in all forms of statistics education.
To realize these objectives, ISI views this committee to be one of the most important ISI committees. Its objective is to assess and coordinate publication activities of the ISI family on a continuing basis and advise the ISI Executive Committee, Council and Associations.


Terms of Reference 

These include:

1) Identifying areas and opportunities for collaboration among existing publications of the ISI and Associations;
2) Investigating the publication needs of ISI membership (such as on-line tutorials, white papers on global issues, need for a statistical magazine, joint publications with other statistical organizations, etc.) and advising the ISI Executive Committee;
3) Assessing and coordinating the design of the ISI website;
4) Reviewing proposals for special publications (such as books and monographs) and advising the ISI Executive Committee;
5) Managing the long-term welfare of the IS Review through a sub-committee (made up of ISI Committee Chair, two at-large members, the IS Review editor-in-chief and the ISI Director). The responsibilities include managing the financial planning and the relationship with Wiley-Blackwell and serving as an advisory body to the IS Review Editors;
6) Undertaking special initiatives as needed or as requested by the ISI Executive Committee.


Structure

The structure is as follows:

The Committee Chair and the two members at-large are appointed by the ISI President in consultation with the ISI Executive Committee (EC). The Association Representatives are appointed by the Association Presidents in consultation with the Association ECs. The initial appointment of committee members is for two years, and it is likely that, if they are eligible and active in committee work, they will be reappointed for one additional two-year term. The terms are staggered so that there is some continuity in the committee membership.

ISI Finance Committee


Terms of Reference

The Finance Committee will:
1) Examine the ISI’s finances on an annual basis.
2) Advise the ISI Executive Committee (EC) and the Director on the preparation of the annual budgets and on appropriate format for financial reporting.
3) Examine the ISI’s investment portfolio on a regular basis and advise the EC on investment policies.
4) Submit a report on the ISI’s finances and investments to be included in the ISI Annual Report for members’ information and discussion during the General Assembly.


Structure and Functioning

1) The FC shall be composed of a Chair and at  least four other ISI members.
2) The Chair of the Committee is appointed by the EC for a term of 2 years. This term can be prolonged with another 2 years. The Committee members are appointed by the EC in consultation with the Committee Chair.
3) The FC shall meet at least once a year, either in person or by virtual means.
4) The FC meeting shall take place as soon as possible after the external auditors have completed their work of reviewing the finances of the ISI and Associations and submit their statement about the finances.
5) The agenda for the meeting shall be prepared by the Director in consultation with the President and shall be finalized by the Chair of the FC.
6) The PO shall prepare all the background documents for the FC meeting including a brief analysis of the highlights in the background documents.
7) At its meeting, the FC shall review the finances, proposed budgets and current investments of the ISI, and provide advice to the ISI.
8) The Director and Finance Manager shall develop the minutes that document the key points of the discussion, findings and recommendations and submit to the FC for review and approval. This shall be done within two weeks of the FC meeting.
9) The minutes, including the findings and recommendations, shall be submitted for discussion by the EC at its next meeting.
10) The FC shall submit a short report (one to two pages) about the state of the ISI finances and investments. This will be first submitted for discussion to the ISI Council and will then be included in the Annual Report of the ISI and Associations submitted to the General Assembly.

ISI Multilingual Glossary of Statistical Terms (Contacts and Languages)

 

Enter the ISI Multilingual Glossary of Statistical Terms

Given the ISI’s international scope, the need for an affordable multilingual glossary of statistical terms was recognised. This tradition can be traced back to the ISI’s publication, in co-operation with Oliver & Boyd Publishers, the Dictionary of Statistical Terms, edited by M.G. Kendall and W.R. Buckland since 1957. After several editions, this effort was successfully continued by F.H.C. Marriott. The fifth edition was published in 1990. Yadolah Dodge edited the sixth edition with the title: "The Oxford Dictionary of Statistical Terms 2003" and contained some 3,500 terms.

Dictionaries of statistical terms already exist in many languages. However, most of them only have translations to and from English. For certain specialised fields in statistics, dictionaries with more than two languages also exist. The excellent work by Rasch et al (1994) gives terms from Biometry in 6 languages. Unfortunately, such books are rather costly and therefore hardly affordable to individual statisticians. Especially scientists from the developing countries are prohibited from spending the large sums required to acquire such books, however useful they may be.

As ISI has set itself the goal of further emphasising its strong commitment to the improvement of statistics and statistical sciences in developing countries, the need for an affordable glossary has become more evident. The developments in computers and computer software have induced us to broaden our scope. The idea surfaced of compiling an electronic database from which several products could emerge. These products could range from simple printed glossaries with a limited set of terms in just a few languages to CD-ROM based programmes for the complete set in many languages. Also, WWW based products written in HTML and accessible via Internet have now been realised.

Mr. Johan Dragt of the ISI Senior Executive Corps volunteered as Project Leader and has, since 1993, compiled a large amount of information in more than 25 languages for the Project. For this online beta version 21 languages are available. He has constructed a database that contains over 3,500 statistical terms.

The present version of the ISI Multilingual Glossary of Statistical Terms is a continuation of the Internet usage and is intended to demonstrate the versatility of the information gathered, as well as providing a means for correcting and expanding the translations provided here with the help of the users of the Glossary.

Work on the database itself is continuing: Specialists from several countries are being consulted for checking the translations. Without aiming for completeness, we should mention the valuable services rendered by Robin Ellison (London, U.K.), Antonio Giusti (Pontelungo, Italy), L.H. Erhard Hruschka (Hamburg, Germany), René Padieu (Paris, France), Jelke Bethlehem, and Gerrit Stemerdink (The Hague, The Netherlands).

The ISI eagerly welcomes further co-operation on this Project:

  • in adding new languages;
  • and in receiving corrections or additions from the users.

On request, the ISI Permanent Office can provide the list of terms in database format. We express the hope that this ISI Multilingual Glossary of Statistical Terms will be useful for the statistical community.

Guide for Conference Organisers and Centers
That Would Like to Host a WSC

 

This is a guide that helps you with deciding if and how to proceed. Please note that all other ways to contact ISI will refer to this guide.

 

  1. You read information about past World Statistics Congresses.

  2. You read the PDF with past WSC locations (http://isi-web.org/images/about/WSC.pdf), to see if in the past 20 years your country has already hosted a WSC. If it has, then it is not likely that your proposal will be accepted.

  3. You meet with National Statistical Office officials, expressing your interest in hosting a World Statistics Congress in 6 years from now, asking for support and advices - in the end it is the National Statistical Office that decides to make the offer to host the WSC and eventually which Conference Center fits best to this event.

  4. Hosting the WSC means that your national Government needs to invest 2 million US$ to this event. The National Statistical Office usually secures the Government support for the event.

  5. You send us your plan, supported and signed by officials from the National Statistical Office and ONLY if it contains a financial estimate (until the related year), addressed to the ISI Director: see address below.

  6. The ISI Director will look into the this plan and confirms if it meets the formal requirements.

  7. Subsequently, an official proposal in writing to host the WSC, including the year, should be sent from the host country’s government and National Statistical Office to the ISI President, who, in turn, discusses the proposal with the ISI Executive Committee and Council.

  8. Once a proposal is accepted, an official invitation from the host country’s government is verbally presented to the ISI General Assembly. The diplomatic representative, such as the Ambassador or the chief government Statistician presents this invitation.

  9. There is only one invitation presented per WSC to the ISI General Assembly.

 

Please note that this event may host up to 3000 visitors from all countries of the world, and the WSC has also very specific demands, compared to other events.
